Greetings,
     I really dislike the idea of blocking or throttling any service,
especially when such excellent QoS tools are available. Theoretically, don'=
t
you -want- to use as much of your bandwidth as you can, but still have a
responsive system? We do pay for the width of the pipe, as opposed to the
amount of data going over it, after all. I don't do network-side stuff here=
,
but I've successfully used QoS in small businesses to get more
bang-for-the-buck and responsiveness from the network while still allowing
all kinds of traffic.
     As for DMCA stuff, it might be helpful to put together a survey and
distribute it here. It would be interesting to see how many of these
different schools are getting, and how it compares to their mitigation
strategies. Basically, collect how schools block/mitigate P2P impact on the
technical side, how they deal with DMCA issues when they arise, and how
often they arise per-capita.
