Blackboard does have this functionality but it is part of the larger Bb Transact platform. Does your campus utilize Blackboard for badge/swipe card access?
I used to work in the box office on my campus and we used a program called Wintix http://www.centerstage.com/centerstage/index.html it was more oriented towards ticket sales so i dont know if it fits your bill.
