ACR (formerly known as Cluster Support) at Yale provides staplers in most of the public clusters. We super glue plastic rings to the top/side of the stapler, then use a security cable to chain them to the desks of the student worker on duty. (The library also provides a stapler, hole punch, tape and scissors up at the Circulation desk.)
Staplers are replaced on an as needed basis, when students report them as damaged or broken. We have found that if we don't tie them to the desks, they walk off. Hole punches are not provided at all.

This has been an on going battle now with the various system admins and the students. I think the students feel that they are entitled to staplers and hole punches.
