Our main lab which is available to all students is staffed at all times.
 We have staplers at the front desk and don't have much issue with
stealing (in the last eight years, 2 or 3 have walked and didn't
return).  We do write on them with white-out wherever we have them, to
deter theft and make sure they get back to us (they often walk out of
the lab into another part of the building, but eventually return). 
 
Of the other labs which are not staffed, only the two that accessible
only to Juniors and Seniors have staplers, and we don't have many
problems there.  As for hole punches, we have industrial 3 hole punches
in a couple of the labs and we cable them right to the tables with pc
lock kits.  No problem there.

When I started at the university 11 years ago, it was in coordinating
labs for our biggest department. I was put on the task of supplying the
labs with staplers and hole punches. This has been an on going battle
now with the various system admins and the students. I think the
students feel that they are entitled to staplers and hole punches.

The university has had nothing but issues keeping working equipment in
the labs. We are now re-evaluating if this is something that we should
continue to fight with or just tell the students that it is not a
service we will continue to support.

What does your university do? How do you deal with keeping staplers
filled and in working condition or do you not have them available?
