Greetings,
      If the phones are to be used for emergencies only, could they be
mounted in the same kind of recessed glass boxes that fire extinguishers
are? Seems like it would keep the phone safe, and there would be room for a
portable defib, a first-aid kit, and maybe a few flashlights (or iodine
pills, if you're downwind from a nuclear facility). Bonus, since you might
be able to get help from Public Safety or Construction budgets, instead of
IT.
