We use Hobbit to Monitor all of our systems, and like Pete said, we use
email to SMS via the carrier's domain addresses ( vtext.com in our case,
all of our techs are provided with Verizon phones).
Like Mark said, if email, Internet or DNS is down, those notifications
may not work, so our really critical systems ( Internet connectivity,
Email, DNS) are also monitored via an outside service. If something
goes down, that service will send an email, txt, or even a phone call to
whoever we need to be notified.
