It's pretty easy to send a text via email. Each carrier has an address that you tack the phone number on to.
So, you could use the email function to send them that way to see if ATT delivery is any more reliable using that method.

Subject: Network Monitoring Solution

We are currently using IPmonitor to monitor our network devices (servers and 
switches).  It is configured to send e-mails when devices do not reply to ping 
requests, and during non-business hours it sends text messages.  SMS with a 
modem/POTS line seems to work reliably to Verizon phones, but does not work 
very well with AT&T (AT&T support has not been very helpful).

What are you using to monitor network devices (IPmonitor, Whats Up Gold, etc.) 
and why would you recommend it?  Do you have any issues with SMS?
Is anyone sending SMS alerts to a Google Voice account?
