Not free but, Statseeker is a product that we just implemented – and wow! Great product for what you want and will report your ups and downs plus a lot more. Scans down to the interface level.

Subject: Network testing tools

We’re getting reports of some seemingly random network slowdown by our student body.  It is proving difficult to track down and we’ve been looking for some network traffic testing software to help out.  Do you know of any good tools that can write pings to a graph, record latency, or anything that could help track down bottlenecks and dropped packets?
