Several options exists for this

One solution, created by Southwestern University (the one I use) is NetReg

Another solution is created by CMU, also named NetReg. (Defiantly worth
looking at, many tightly integrated features)

the other solution I am aware of is Cisco Network Registrar.

Hello

We are fairly new to having internet connection in our residence halls.
As of now, our students do not have to register their computers when
they use the network connections. I am trying to find  suggestion on how
to make the students register before they can us the network connection.
Something like when they connect through the network connection, they
would be automatically directed to the registration page before the
internet is accessible.
