There is a commercial package, PC/TCP from FTP, Inc. which has some support.
Here's a report from one of our programmers supporting the package.

From the release note for the 2.2 version of PC/TCP:
"The new kernel supports ltdrv.exe a packet driver for the Apple LocalTalk
PC Card, version 9.2. This kernel does not support an optional configuration
parameter that allows Apple LocalTalk routers such as a GatorBox to assign
an IP address to the packet driver after it loads."
Sooo ... there is SOME support for TCP/IP over LocalTalk - I don't
know what the compatibility between Apple PC LocalTalk cards and the
Farallon cards might be. I'd suspect that if there is a packet driver
for th Farallon card, PC/TCP would work. Given the existence of SOME
LocalTalk support, they should probably check with FTP Software
(support@ftp.com) about the specific situation they are interested
in.

We use this software for ethernet attached PC's in the dorms and are
experimenting with SLIP over a 14,400 modem for non-dorm students. We have
not tested it for PC's on Localtalk.
