Joe, I did not mean to take no action unless you can serve everyone
equally: simply that you must consider that in your overall plans.  As
one possibility, you might consider whether there is a way that the res
halls can be served by a technology that could also serve non-campus
owned residences. Eg. community cable TV with a reverse channel supporting
"ethernet-like" connectivity to neighboring areas, or ISDN-based links.

Here we *are* wiring the res halls and will be offering the first
service in the Spring term.  We will also be offering SLIP/PPP in the
same time frame.  For now, that's all we can do. It is not a "level
field" but it it better than nothing.
