Hi David,

    You raise good points.  Duke does *not* think it is good to create
a privileged student class.  As a policy, on-campus residence is 
guaranteed to all full-time students.  In addition, Duke maintains 
need-blind admissions and an undergraduate financial aid policy which 
addresses 100% of demonstrated need.  (The student budget includes 
housing cost assumptions at the on-campus rate.)

This is a good idea for distributing access and applications to the 
public schools.  I hope we will be able to do it!
