Pointers to information wanted

To all,
My name is Gert Meijerink and I am new to this list.
At our University we are in the process of establishing network facilities
in the student flats at our campus. 2000 rooms will get a (ethernet) network
connection next year.
I am the project manager responsible for this project.
We subdivided the work into three task-forces:
- technical, what wires/hardware to install etc,
- services, what support/services do we offer e.g. mail, gopher etc
- management, how do we organize, what costs, acceptable use etc.
In all three mentioned aspects it would be nice to be informed of
experiences elsewhere. E.g. papers that describe how things could be
done.
Especially how to organize support, installation service, acceptable
use policy, student paticipation, security etc.
