Student Computing Fee Structure

Currently we are in the midst of a debate centering on how best to
institute a fee for student computing. Could you please forward to me
your thoughts' on the following:
Do you have a student computing fee?
How much is it?
What does it cover, in terms of student computing?
How is your fee structured- what costs is it designed to cover?
Is is monthly, by semester or yearly?
What is the culture of your school, in terms of charging fees. Do you
have a lot of student fees, or very few?
Do any of you build this cost into the cost of tution?
Have you developed a ration of student support costs/time per student
doing computing from the dorms?
Are non-resident students charged the same as resident?
Do all students pay a fee/ is it based on credit hour?
