ResNet Acceptable Use Policy
============================
The University of Pennsylvania makes ReNet data, video, and voice
services available for use in selected residence halls, fraternities,
and sororities, in support of the educational mission of the University.
It is the responsibility of each resident to use these services
appropriately and to comply with all University, City, State and Federal
laws and regulations. In particular, it should be noted that:
- ResNet services and wiring may not be extended or retransmitted.
- Use of ResNet voice services is governed by the Penntrex contract.
- Residents may not use ResNet to provide PennNet or Internet access
or computer logon accounts to anyone outside the University community.
- Forged messages are prohibited. ("Forged" means modified to remove
or disguise the identity of the sender or sending location.)
- Residents are reponsible for any use of their ResNet connections.
The overarching policy for all use of computing and networking at Penn
is the Policy on Ethical Behavior with Respect to the Electronic
Information Environment.
Use of PennNet, the University's campus-wide data communications
network, is subject to the PennNet Acceptable Use Policy. Since PennNet
is an integral part of the worldwide Internet, acceptable use policies
from several regional and national Internet service providers are
included by reference in the PennNet Acceptable Use Policy. (See

It should be noted that some Schools and departments have their own
policies governing computing and networking. In some cases, users are
required to sign forms confirming their understanding of and agreement
to abide by such policies.
Students who violate the provisions of ResNet policy may be referred to
House or Residential Judicial Boards or to the Judicial Inquiry Office
for disciplinary action, where they are subject to the full range of
University sanctions, depending on the severity of the offense.
Finally, residents should be aware that computer and network use is
subject to Pennsylvania and Federal laws, adjudication, fines, and/or
imprisonment. Among these laws are:
* Federal Copyright Law
U.S. copyright law grants authors certain exclusive rights of
reproduction, adaptation, distribution, performance, display,
attribution and integrity to their creations. Works of literature,
photographs, music, software, film and video works can all be
copyrighted. Examples of probable violation of copyright laws include,
but are not limited to: making unauthorized copies of any copyrighted
material (such as commercial software, text, graphic images, audio and
video recordings), or distributing copyrighted materials over computer
networks or through other means.
* Federal Wire Fraud Law
Federal prohibits use of interstate communications systems (phone, wire,
radio, or television transmissions) to further an illegal scheme or to
defraud.
* Federal and Pennsylvania Computer Fraud and Abuse Law Federal law
prohibits unauthorized access to, or modification of information in
computers containing national defense, banking, or financial
information.
Pennsylvania law makes it a third degree felony to access any computer
system or network with the intent to interrupt an organization, or to
perpetrate a fraud. It is a first degree misdemeanor to intentionally,
and without authorization publish computer passwords.
* Federal and Pennsylvania Child Pornography Law U.S. and Pennsylvania
Commonwealth child pornography law makes it illegal to create, possess
or distribute graphic depictions of minors engaged in sexual activity,
including computer graphics. Computers storing such information can be
seized as evidence.
