Yup.  We ran into it, too.

We created an opt out.  You agree to "play nice" with regard to 
bittorrent and then we stick you in a windows group.  Then the next time 
you get an ip address, you're given one that is in the exception list 
for that filter. (Radius and 802.1x in the background.)

This is also how we handle legitimate bittorrent requests.

We warn students that if they abuse their bittorrent privileges, the 
privilges will be revoked immediately, permanently, and without appeal.  
Believe it or not, it's working, there's no bandwidth abuse.  Not yet.
