I'm guessing that because ACU hasn't signed a legacy RSA
(https://www.arin.net/resources/legacy/) with ARIN, there's no formal way
for ARIN to assign ACU IPv6 address space through that OrgID/identity. I'm
glad to hear that it got sorted out.
I don't to over-communicate a sense of entitlement, but it's the job of ARIN
staff to help the community. If you run into difficulty, keep that
perspective in mind and ask them to explain to why you don't qualify, and if
their explanation is in accord with the Number Resource Policy, ask them if
there's another way you could qualify for the resource. And if you get
stuck, reach out on arin-ppml for advice on how to approach it, or to
suggest a policy change. It really works.

Thanks for the response. Like you I thought it would be easy.
Never minimize the ability of an agency (pseudo government) to make a simple
thing complex.
In a nutshell, since I'm legacy, my original IPv4 block was associated with
one Org ID and my request was required to be issued against a newer one
associated with ARIN policies everyone must agree to.
Never the twains shall meet.
Finally realized what was happening and cleared it up with the analyst.
Been approved for the IPv6 block. As I said, very frustrating.
