Thanks for the response. Like you I thought it would be easy. Never minimize the ability of an agency (pseudo government) to make a simple thing complex.
In a nutshell, since I'm legacy, my original IPv4 block was associated with one Org ID and my request was required to be issued against a newer one associated with ARIN policies everyone must agree to.
Never the twains shall meet.
Finally realized what was happening and cleared it up with the analyst. Been approved for the IPv6 block. As I said, very frustrating.
