We have the ability to rate limit on our Cisco 6500 Internet routers. It li=
mits the bandwidth on a per IP address basis. It does it in hardware. It ge=
nerally works very well. We currently use Palo Alto for P2P blocking, and a=
re currently looking at alternatives for our next upgrade such as Procera t=
o handle more gigs of bandwidth. One benefit that we have found to blocking=
P2P is that it reduces the overall consumption of bandwidth. Whenever we h=
ave a temporary outage to the P2P blocking, we immediately see takedown not=
ices, sometimes within hours. Our experience has been that the less P2P blo=
cking we have, the tighter we have to make the per IP address rate limiting=
. Keep in mind too that students are becoming accustomed to more and more b=
andwidth at home.

Good evening all,
We are in the process of trying to decide whether or not to upgrade or all =
together remove our packet shaper from our residence hall network. My netw=
ork engineers are confident we can accomplish rate limiting/shaping through=
use of our core equipment, but I am not convinced removing the appliance w=
ill turn out well.
So...what are other universities using a packet shaper for and if you no lo=
nger use it, why did you remove it and what is its place?
