The athletic facilities are an interesting analogy since they are not
a single entity, but a range of facilities.  I may use the tennis
courts, but not the pool and track.  Does that mean I should be
charged differently than someone who uses more than one?

We seen the modems and the network as parts of an integrated whole,
rather than as separate services.  If you consider it as a whole, then
you should consider how the fees steer folks toward one service over
another. If you want people on the net instead of the modems, they you
need to consider what you do to make it more attractive than the modems.

For example, we've chosen not to charge for network access to make it
parallel to modems.  IN both cases, the user purchases the adapter
(modem or MAC) that goes into the micro, but we don't charge extra for
the network access because we do NOT want people opting for modems to
save money.
