TCP/IP software for students

Hi folks,
NC State University is (also) in the process of providing network
access from our Residence halls. We're currently struggling with a
strategy for providing TCP/IP software, namely a TCP/IP stack, to
students. We had hoped to distribute MacTCP and LAN WorkPlace for
DOS, however it is unclear whether our license with Novell will allow
us to distribute LAN WorkPlace to students.
What TCP/IP stacks are you providing for your students with
residential network connections?
Do you have licensing agreements with the company who sells that
software, if it is a commercial product?
Do you charge for copies of the software? How much?
How do you ensure appropriate use of the software? Do you have
students sign a use agreement?
