We have pretty much the same setup...but all addresses *are* stable.  The
assignment is based on hardware address and *doesn't* change in our case.
So, services such as you mentioned would/do work just fine.  I understand
the problem(s) with "floating" ip addresses, but do you really think it
likely that a resource such as a gopher or www server would be trundled 
around campus very much?  Sure, you can run Linux on a laptop and tote
it from place to place, but would you really want to?  I prefer my
www and gopher servers to be fairly stable...that is, not up and down 5
times a day! :-) :-)
