The University of Pennsylvania began last summer to wire all residence
halls for ethernet, video (55 channels), and phone (there had been one
phone line per suite; we're installing one wall plate per pillow, plus
wall plates in living rooms of suites as well as in public lounges).
Capital costs are being recovered through an increase in all student
fees (15,000 FTE). Operating costs are being recovered through an
increase in all room fees (7,500 in residence), with an additional $70
annual charge for students living in wired residence (currently 1,500).
We anticipate that four additional summers will be required to
finish the wiring, ethernet activation, et al.
Students in wired residences currently receive both video
(via satellite master antenna rather than local CATV franchise, plus a
locally-originated movie channel) and the 10-baseT ethernet
(including up to two hours on-site software installation and training)
bundled in the price of a wired room. Common line or private line
phone service is available at extra charge. Students purchase their
own ethernet cards.
Finally, a portion of the increase in fees is funding an expansion of the
modem pool and a larger e-mail server for students.

partially or fully subsidizing ethernet connectivity in student
residences through an increase in student room and board fees. If
so, what is the increase in fees? Please include the how many
students live in your residence halls.
