       "This was never a copyright issue for us," [NASCAR Vice
	President of Digital Media Marc Jenkins] said.

Executive summary: NASCAR admits it violated YouTube rules and the
DMCA by attempting to block a video over which it had no copyright
standing.  Question: Why doesn't the law include a penalty for this
sort of flagrant abuse?  YouTube's guidelines for use of DMCA-based
blocking are exceptionally clear.
