French government orders French ISP to stop blocking ads

"The French government on Monday ordered a major Internet service
provider to stop blocking online advertisements, saying the company
had no right to edit the contents of the Web for its users."

A related issue I haven't seen addressed in public statements: How was
this blocking implemented? If it was at the modem/router level, it
should not have been able to impact pages delivered fully via SSL,
without some very serious nastiness being employed. If it was
software installed on users' computers themsevels, how and where in
the stack from browser down to TCP/IP was this done, and to what
extent, if any, were customers involved in permitting/approving this
process?
