that child privacy laws should not apply to a Web site's ability to
incorporate a "like" button, because that would inhibit free
expression."

I haven't looked at Facebook's argument on this in detail yet, but my
initial impression is that if they don't already have independently
collected data on a particular child (e.g., on the main Facebook site)
then that child clicking Like on some other site should not be a
significant issue for regulatory attention. If they do have data on
that child at their own site, that may be the appropriate focus for
attention, not the Like buttons, per se.
