New Jersey blocking unemployment claims from "foreign" IP addresses

claims made through foreign IP addresses."

The article appears to be conflating two different issues -- payments
being made to foreign accounts (e.g. "W.M.Romney") -- which should be
relatively easy to detect, vs. recertification claims made from
"foreign" IP addresses -- which could be made to look local through
the use of proxies. I wonder if the NJ Department of Labor website
TOS spells out that IP address tracking will be used in this manner?
