    multiple attempts to bypass our defenses to defraud users. As we get
    better and faster at catching these advertisers, they redouble their
    efforts and create more accounts at an even faster rate."

Imagine if there were "neutrality" in search and ads of the sort some
people are demanding. We would be utterly deluged in spam. Search
would become utterly useless. Think about it.
