Fed driver distraction guidelines make navigation unusable?

guidelines for automakers to minimize distraction for in-vehicle
electronics included few surprises, except for the proposal to freeze
maps on navigation systems."

I'm not sure I'd go as far as to say "unusable," but this change would
seem very odd in the absence of clear data suggesting it would really
provide positive value that would outweigh attendant confusion.
