   "This year, the International Telecommunications Union (ITU) is
    considering whether to expand its regulatory authority to the
    Internet.  Such a move would have profound implications for the future
    of the Internet and could threaten the medium's success as a platform
    for innovation, economic growth, human development, and democratic
    participation."

organization to address such issues for the benefit of the entire
