holding on to the data and sharing it, raising privacy concerns
about how that information could be used."

We'll likely see some action on this as soon as politicians (or cops)
find themselves being fingered in "unsavory" situations by this
database. But imagine what fun any ol' divorce attorney could have
with this unlimited retrospective tracking information ... or the
Anonymous group if they got into the database!
Reasonable data anonymization/expiration policies for such highly
individualized tracking data will be crucial to avoid abuses.
Thought experiment: What would the reaction be to the public
using such technology (open source license plate scanners?)
and posting the data publicly for selected individuals?
