Obama admin draft discusses mileage-based (GPS) vehicle taxes

The Obama administration has floated a transportation authorization
bill that would require the study and implementation of a plan to tax
automobile drivers based on how many miles they drive.

It should be noted that *every* plan or system like this that I'm
familiar with is based on GPS tracking to assign taxes based not
only on how far you drive, but over which roads and at what times.
