Major nonprofits identity theft via holes in IRS reporting system?

It is also common for many municipal tax reporting systems to be
similarly essentially bereft of security. These are not the sorts of
failures that require a vast identity infrastructure to fix. Simply
the same level of signup protection and verification that are common
at commercial Web sites all over the world today would block the vast
majority of such easy exploits.
