There are two obvious take-aways from this decision:
1) The amount of litigation that can be expected as new gTLDs are introduced
may be reasonably expected to be astoundingly high, including suits possibly
challenging ICANN's authority for continued decision making in this area,
disputes over process, and ... well, you name it. But ICANN will rake
in the application fees anyway.
2) The stage is now set for genuine network fragmentation, as various
countries move to transition TLD authority to other entities (such
as the U.N.) and introduce TLD blocking against TLDs of which they
do not approve. Again, this won't much bother ICANN or the other
members of the domain-industrial complex, for whom it makes no
difference if anyone actually ever *uses* the new TLDs, so long as
the TLD application and maintenance fees are paid to ICANN, and
sufficient numbers of firms are successfully extorted into buying
domains in those new TLDs (in addition to their .com domains, which
of course are all that really matter in the relative aspects of
this entire scheme).
