I would recommend a new bill proposed next meeting. This one is
suspending, not amending, the bylaws. There is no real hurry to amend
the bylaws (and, actually, I think ConstComm may be presenting several
amendments next week, so it would make sense to batch this with those).
Proposing a bill for next week gives more time for people to think about
the idea.
