What about appointing someone in the dorm's existing government to the  
interim position? This would ensure that the person was elected by  
their dorm and trusted to represent them, instead of handing over the  
position to some arbitrarily chosen stand-in. I don't know how dorm  
governments would feel about this, but it's something to consider.
