What if we had this change include "interim" senator? We could appoint an
interim senator so their constituency is represented. And then in the Best
Practices document, we can strongly suggest that once the President appoints
an interim senator, the the Speaker/UAP talks to the constituency president,
to see if this new appointment will work.
