Hi Senate,
    One of the bills you'll be looking tomorrow at is "Bill to Allocate 
Funding for Recycled Athena Paper Notebooks" 
(http://web.mit.edu/ua/senate/UAS41/12/1/.pdf). The bill allocates $40 
from Senate Discretionary. If the request had been made in the spring 
budget as $100 in "project funding", I think it would have sailed 
through without anyone on the Special Budgetary Committee or Senate 
giving it a second thought (though obviously I can't speak for more than 
myself). Given that, and given the size of the request, I'd say it 
should be approved (or possibly rejected) with little to no debate. If 
we spend more than about 5 minutes discussing this in person, I think 
we're wasting our time.

If anybody doesn't think we should approve it, I urge you to speak up 
soon on the mailing list. Otherwise, I won't feel too bad trying
to be first on the queue to immediately move to close discussion.
