Hi Senate,

In accordance with the stipulation that the Constitutional Committee issue a
preliminary report by the fourth meeting of the Fall 2009 Senate, I have
prepared a summary of the committee's proceedings over the summer. The
document can be found here:
http://web.mit.edu/ua/docs/constcomm/prelim/Preliminary%20Summary%20of%20the%20Proceedings%20of%20the%20UA%20Constitutional%20Committee.pdf

This document is not a true report of the committee; it is simply a summary
of our discussions, focusing mainly on our points of agreement, but
occasionally calling out points that were contentious and require further
conversations. It is not completely exhaustive, but I have made an effort
to call out the most important discussions, and give as much detail as
possible while retaining brevity. I should note, though, that this summary
has not been comprehensively reviewed by the rest of the committee, due to
the short timeline involved in putting it together.

Finally, I apologize for sending you this document on Monday afternoon. I
had mistakenly put on my calendar that the preliminary report was due next
week, at the fifth meeting Senate; upon double-checking documents this
weekend, I realized this was not the case and scrambled to put this summary
together. Accordingly, I believe it is only appropriate for me to remove
this item from the agenda of new business, and instead make it a discussion
item.

The full report of the committee will be available later this semester --
hopefully within two weeks, but possibly later, depending on the schedules
of the committee members.

Sincerely,
Paul
---
Paul Baranay
Speaker of the Senate
Co-Chair, Constitutional Committee
