I only referenced the mailing lists because this seems to be where a =20
lot of the substantive discussion is occurring--that and this bill/=20
issue has spanned multiple meetings. I was asking about whether there =20=

would be a summary of the views and situations considered in our final =20=

decision (whatever that may be). I think it is an especially relevant =20=

question here because we are discussing amendments to the =20
constitution; it might be helpful for future generations of senators =20
to see the types of things we considered in order to begin framing =20
their debate. Of course, their views could be totally different from =20
ours. Catherine explained to me that the purpose of the whereas =20
clauses was to explain our reasoning. My personal appeal to the Senate =20=

is that we take care to fully explain our reasoning in the whereas =20
clauses so that that our final bill is something that could be used as =20=

a resource for our "future selves." If that is not sufficient to =20
encapsulate our views, then perhaps we should propose a better vessel.

I think Owen has a point, though... it could be a really cool =20
application to both develop and to use. The system that I would =20
envision would go a couple steps further, though, synthesizing =20
information from different sources. First, the discussion could be =20
linked to a specific bill that the Senate is considering, full text =20
available for constituents to see right there on the page (as opposed =20=

to downloading a pdf or embedding a viewer-- isn't there a tex2html =20
utility somewhere?). This page would have a (threaded?) comment area =20
where constituents as well as senators could discuss the bill. The =20
innovative aspect of the application would be its ability to bridge =20
the mailing list and this interface by posting/displaying messages =20
from the mailing list as comments to the bill for everyone to see in =20
context without having to join the list/read the archive. You could =20
also facilitate synchronization in the opposite direction (constituent =20=

comments =3D> mailing list), but you might run into issues with the list =
=20
being overloaded or full of spam.

Essentially, I think that this would be a great asset in our struggle =20=

to increase transparency and gather more feedback from constituents-- =20=

it lowers the bar to entry. When everything is presented in one place =20=

and you do not have to be familiar with all of inner workings of the =20
UA to link discussion with actions, I would maintain that you are much =20=

more likely to provide feedback or (even!) attend meetings.

At this point, though, this idea could be discussed based on its value =20=

for constituents/the UA or on its technical challenges/merits. I would =20=

suggest that more technical questions/comments be directed to a =20
separate thread/subject. I would assume that some (if not many) would =20=

prefer not to trudge through the technical jargon when debating the =20
need or value of the system at all.
