This bill appears to be very reactionary, and somewhat spiteful in its
language. It basically says, "Senate disagrees with JudBoard's ruling, and
is more powerful than JudBoard, so JudBoard can suck it."
If the bill passes, I hope it does so with a different Whereas clause.
Having no particular interest in seeing it pass, I will leave such rewriting
as an exercise for the reader.
