Continuing the discussion of UA restructuring

While the proposed new structure for the UA did not pass Dormcon or the UA
Senate today, I want to make sure that these discussions on UA restructuring
don't die. There are still a lot of problems with how the UA is structured.
I think almost everyone agrees on this, and on the fact that it is
beneficial to reevaluate it and try to come up with the best possible
structure.
Many people expressed objections to the new proposal because of how quickly
it moved. They felt that we did not start from the beginning to closely
examining the current UA structure and its problems before trying to come up
with a solution.
I've started a google doc to try to address this concern and outline some of
the problems with the current UA structure.
