Hi, guys:

I completely agree with Hawkins' reasoning. We should consider amending the
bylaws if and only if it becomes extremely clear that three weeks (more, if
you count IAP) of Senate's deliberations could not produce a viable
candidate for Vice Speaker from among the ranks of the assembly itself.

If do we consider the amendment, important questions to ask would be (1)
What was the intent in creating the criteria as outlined in the Bylaws?
Balance with the criteria for Speaker? Separation of Powers? and (2) Is thi=
s
a one-time issue/an issue that is only precipitated by particular
circumstances? (for example, should the restrictions be relaxed only if no
nominations from the assembly occur at a prior meeting?)

Remember, changes to the Bylaws have the chance to persist throughout the
life of this organization. The Vice Speaker is one of Senate' public
representatives, one of its three representatives in votes of Exec, and the
Vice-Chair of its Nominations Committee.
