I don't actually know anything about this, but here's the reasoning that
came to mind when I read your question:
We shouldn't amend the bylaws because "then person X can be nominated" (thi=
s
makes the vote on the bylaws essentially a vote on a person, which is
inappropriate). We also shouldn't amend the bylaws because "there aren't
enough qualified people who meet the requirements set forth in the bylaws"
(first of all, yes there are, and second, this makes the vote on the bylaws
essentially a vote to set aside a perhaps-well-reasoned rule in favor of a
quick fix, which is also inappropriate). If you want to discuss the
restrictions on senate officers, you should do so when it's not immediately
relevant so you have a more holistic, less biased perspective.
Again, I don't know what the actual intent was, but that's my guess.
