Errg, I swear I know how to read. More appropriate logic: I don't think
it would be too successful as a Fresh Fund application since they /could/
have applied to Finboard for this semester, but didn't apply during
appeals this fall or regular allocations last spring (although it may
have been too late for that). That said, it's not too much money, so it
doesn't make that big of a difference. -R
