Steps to win:

   1. Call Food Inspection Agency
   2. Place rat nests in kitchen areas
   3. win

Of course, this might mean you can't eat food for a while, but you do have
the victory of keeping administration from doing what they want.  To remedy
this problem, I suggest:

   1. Blame relevant authority figure for not listening, even when you said
   their were rats/toxic waste/living fungus (among us?)
   2. Get authority figure removed
   3. Learn from washington: put puppet in as authority figure
   4. Listen to Puppet Master. be blissfully ignorant of mistakes, and
   enjoy!

youll probably end up with some weird swine-avian-rabies-virual-brainwashing
flu-from-hell when a rat bites you, and then zombies will start to appear,
