Pine upgrade to version 4

We are pleased to announce that Pine in the sipb locker is being
upgraded to a new version -- version 4.21L. The new version will
be visible Tuesday, after the early morning AFS update.
Some major features of the new pine are:
Automatic incorporation of users' mail.
IMAP support with Kerberos v4 authentication.
Basic rendering of message bodies that are in HTML format.
The first feature, automatic fetching of mail from the PO server,
means that users will no longer need to use the "pine-inc" shell
script to pull their mail into their account before they read
mail with pine. Pine now fetches its mail automatically, which
makes pine as easy to use as it should be.

A few details, for people who might be interested in them:
The old pine version has been renamed to "pine3", and will be
kept for a while.
The automatic fetching of mail is controlled using a configuration
option named "incoming-source-folders", and can be disabled by
setting that variable to an empty value.
