infoagents: strong encryption to be default for lynx and netscape

Starting tomorrow (8/26), users who run lynx or netscape from the
infoagents locker on Athena will get versions with strong encryption.

The exportable versions are still available via the following commands:
	lynx-2.7.1
	netscape-3.01

(Note that by "exportable" I am not saying you may redistribute
netscape.  Consult the license terms.  I'm merely stating the level of
encryption available.)
