x64 installed in the outland locker

A Commodore 64 emulator called "x64" has been installed in the outland
locker for Decs, RS6ks and Suns.  It has an ok man page, and there is
some documentation in the source tree and various c64 faqs, which I'll
try to collect in the future.

It's still at a very low version number (0.2.1) and is incredibly
buggy.  Some of the first things you'll notice if you try to use it is
that it only works on color workstations, it has no sound support, and
it loses lots of keypresses if you type to fast.  If you use it more
than 5 minutes, you'll find lots more bugs.

You can send bug reports to bug-outland@mit, but keep in mind that I'm
probably all ready aware of the bug, so I'd much rather see a
bug-report with a fix then without a fix.

The source is in /mit/outland/src/x64.

It's a cool toy.
