Tgif 3.0pl7 installed in SIPB locker

I've installed Tgif 3.0pl7 in the SIPB locker.  To run it, do:

	add sipb ; tgif

Tgif is a structured drawing program (similar to xfig, idraw, MacDraw,
or Adobe Illustrator) that is, IMHO, much easier to use and more
powerful than any of the other structured drawing programs available
on Athena.  An older version, Tgif 2.16pl4 had been installed in the
outland locker (and is still available there as tgif-2).

Tgif 3.0 has some cool new features over 2.16, including the
ability to arbitrarily rotate and sheer text and objects.  Major
new features in 3.0 include:

   1. Rotate objects by any angle. Shear objects. 
   2. Image processing functions for pixmap object. 
   3. Support some flowcharting objects directly.
   4. Import image files using extern filters.

Version 3.0 should be able to read files created using Tgif 2.x.
Files saved by version 3.x will NOT be readable version 2.x.

Currently, running tgif from the outland locker will
give you a message that it has moved and then
will start up the version in the sipb locker.
This message will probably go away eventually.
